Evaluation and assessment is the process of gathering information for the purpose of making a determination - either about a child's eligibility for ESE services or to assess the on-going progress of the child in a program. The purpose of evaluation determines what type of assessment is used - from standardized norm-referenced instruments, to criterion-referenced instruments, observations and teacher generated assessments. Evaluations used to determine eligibility for services must be culturally appropriate and provided in the child's native language. Once the evaluation process determines the need for special services and supports for the child, assessment in the preschool classroom should be on-going and use multiple indicators of progress which are linked to the curriculum and to the IEP goals and used to make instructional decisions for the child.
