Child Outcomes Measurement System Materials

These are the most current documents from the DOE/BEESS and the Early Steps State Office regarding the state initiative for a Child Outcomes Measurement System. They are divided into four categories:

    1. Child Outcome System Information

1. Child Outcome System Information
These documents provide some history, an overview, and guidance related to implementing the Child Outcome Measurement System in Florida.

A list of the eleven guiding principles supporting Florida’s system for measuring child and family outcomes.

Child Outcomes Phase-In Chart (MS Word, 96 KB)
A list of the five phase-in activities with dates of School Districts and Local Early Steps participation from March 2007 through February 2009.

Contact Lists for Child Outcomes
These lists contain contact information for the designated Child Outcome contacts for the LEAs and the LESs.

This list is arranged by county school district with accompanying Local Early Steps.
Local Early Steps Child Outcome Contact List
This list is arranged by Local Early Steps with accompanying school districts.

Family Flyer -  An informational  pamphlet for families about measuring children’s progress, the use of the BDI-2, and where families can go for more information. The flyer is available in three languages: English, Spanish, and Creole.

Flowchart and Decision Rules for Entry and Exit for Child Outcomes Assessments (MS Word, 48 KB)
This flowchart describes the pathways for entry and exit and shared data points for transitioning children. This is the newest version which went into effect on May 1, 2009.

Question and Answers Related to Requirements for Data Entry-Child Outcomes Measurement System (PDF, 370 KB)
This memo answers questions from the February 2010 conference calls regarding data procedures, including the use of raw score or item level data, obtaining information from other agencies, Local Early Steps or School Districts, viewing reports in the Data Manager, and the use of a unique identification number for a child.

Working Document: Guidance Related to Implementing the Birth to Five System to Measure Child Outcomes (MS Word, 131 KB)
This question and answer document was prepared to assist school districts and Local Early Steps to implement the shared system to measure outcomes for children served by both. Reference to the assessment instrument specifically refers to the Battelle Developmental Inventory, Second Edition (BDI-2).

2. Data

These are resources to use for entering data into the BDI-2 Data Manager. This data is used to report on Indicator 3 (Part C) and indicator 7 (Part B) of the State Performance Plan. Any individuals who enter assessment data and/or generates reports should have a good understanding of the contents of the Guide. The Overview Webinar and Video Clips supplement and clarify information in the Guide.

BDI-2 Data Manager™ Guide- Latest Edition (PDF file, 5,351 KB)
A manual intended for users of the BDI-2 Data Manager. This manual provides instructions on adding children to the Data Manager database, adding and editing assessment data, viewing reports, and exporting data files. The login accounts assigned to Florida Early Steps and School District Preschool Exceptional Student Education (ESE) staff for the purpose of managing data related to the Child Outcomes Measurement System will automatically log them into the database created by the state of Florida for this purpose.

BDI-2 Data Manager Overview Webinar
This 60 minute webinar features Betsy Rowlett from the Riverside Publishing Company (Publisher of the BDI-2), and discusses how to enter data into the BDI-2 Data Manager. It is a good companion to the BDI-2 Data Manager™ Guide and illustrated the concepts in the Guide.

Data Webinar - September 22 & 23, 2011
LEA and State Annual Part B Indicator 7 FY 2009-10 Child Outcomes Reports
A Webinar on the 2009-2010 state results for the Child Outcomes Indicator (Indicator 7 of the Part B State Performance Plan) presented by Batya Elbaum, Ph.D. This contains information presented during the Pre-K ESE Contacts’ Meeting in May of 2011 - Using Data for Child Outcomes Measures. The webinars were offered as not all district contacts were able to attend the meeting in May, there are new contacts, and the district-level data, analyzed and reported using a format similar to that used for the state-level data, have been sent to each district contact.

Please Note: The presentation is approximately 50 minutes long. Some preliminary talk (sign-in, roll call) was inadvertently recorded prior to the presentation. In order to listen to the beginning of the presentation itself, the video should be moved ahead a few minutes. Look for the video timer located at the lower right hand corner of the page. The Early Childhood Outcomes Center - Outcomes for Children Served through IDEA’s Early Childhood Programs (PDF file, 558 KB)

This Tool was developed by Piedra Data Systems to assist with managing the BDI-2 Data Manager files. The Macro allows users to look at their data, correct errors and run reports.

Instructions for Using the Data Manager Export File Sorting Tool (02/03/2011, MS Word, 62 KB) The instructions provide a step-by-step process for users of the BDI-2 Data Manager to request, export, and download files from the BDI-2 Data Manager to an Excel worksheet to verify data and generate reports.

This is the actual Excel template to which the BDI-2 Data manager files are to be downloaded.

BDI-2 Macro Training Video
This webinar (February, 2011) features Adalis Sanchez-Sarno from Piedra Data Services (PDS) demonstrating how data from two BDI-2 Data Manager export files can be imported into a single Excel spreadsheet using a tool known as a macro. A macro is a series of commands and functions that are stored in a module within Excel and can be run whenever you need to perform the task. The three major functions of the Macro that was designed by PDS for use in conjunction with the BDI-2 Data Manager are:

1. To help identify children coming up for exits
2. To help identify incorrect data points
3. To help identify incorrect Child ID numbers

The video takes you through the entire step-by-step process of requesting the appropriate file exports from the BDI-2 Data Manager, downloading the Macro tool, running the Macro, and understanding the format and contents of the Excel spreadsheet that the Macro produces.

DOE/DOH Joint Memo: Use of the BDI-2 Screening Test in Florida’s Child Outcomes Measurement System - Latest Edition (PDF file, 1,287 KB)
Memo on the permissible use of the BDI-2 Screening Test being used instead of the full BDI-2 assessment, under certain circumstances. In addition to instructions, the memo contains decision trees for use of the BDI-2 screener and technical information on the rationale for its use.

4. Refresher Video

Administration of the Battelle Developmental Inventory – 2nd Edition (BDI-2) – Video Modules
These modules are designed to provide individuals who have received prior training in the administration of the BDI-2 (full assessment and screening test) with information to "refresh" their knowledge of key aspects of assessment administration. They are password protected and available only through Indicator 3/7 LES or LEA Contact persons at each local Early Steps or school district. Please contact these individuals for more information.
