TECHNICAL ASSISTANCE PAPERS (TAPs) are produced periodically by the State of Florida, Department of Education to present discussion of current topics. The TAPs may be used for inservice sessions, technical assistance visits, parent organization meetings, or interdisciplinary discussion groups. Topics are identified by district personnel, individuals, or from program compliance monitoring.

This jointly developed technical assistance paper clarifies and provides guidance regarding the requirements of the Individuals with Disabilities Education Act (IDEA 2004) related to transition from Early Steps to the school district prekindergarten program for children with disabilities or to other programs at age three.

The Office of Early Learning of the Florida Department of Education has issued a new Technical Assistance Paper (TAP): #07–03 Voluntary Prekindergarten (VPK) Education Programs and Programs for Children with Disabilities. The TAP is in a question and answer format and discusses service delivery models and funding.
Transition Teleconference: Over 100 individuals from Early Steps, school districts, and early childhood community partners around the state participated in a teleconference on February 9 to review the draft Technical Assistance Paper (TAP) on the transition from Part C to Part B. Carole West, Program Specialist of the Department of Education, Bureau of Exceptional Education and Student Services and Pam Tempson, Policy Consultant of the Department of Health, Children’s Medical Services Network, Early Steps hosted the call. The purpose of the call was to gather additional questions and comments on the TAP to help further clarify issues and finalize the paper.
